Summary This position is for the Medical Supply Distribution (MSD) areas of the Logistics service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area. To ensure that supplies and material are distributed to all areas serviced by Logistics. Directing, supervising and managing the primary inventory point that receives stores and issues supplies and material. Supervises a team of supply technicians in the distribution area. Provides service to clinical and administrative areas. Responsibilities Supervises a team of GS-2005 employees in the distribution area of Logistics. Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Develops and executes staff training. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Hears and resolves complaints from employees, group grievances and serious complaints. Initiates minor disciplinary actions. Identifies and develops training needs of employees. Finds ways to improve production or increase the quality of the work directed. Assures reasonable equity of performance standards and rating techniques. Provides direction of a major program segment with significant resources·. Serves as the rating official on evaluations. Recommends awards or bonuses for personnel and changes in position classification, subject to approval by service chief. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production. Promotes team building and improves practices. Makes or approves selections for subordinate nonsupervisory positions. Determines whether contractor performed work meets standards of adequacy necessary for authorization of payment. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning and coordinating work to be accomplished by other staff; establishing priorities for a department; overseeing the receipt and distribution of supplies and materials for a complex medical center; maintaining stock at inventory locations; monitors expiration dates; ensure supplies are delivered timely; training new employees and answering questions on local processes and procedures; ensuring proper storage of supplies and materials; resolving problems and providing guidance to others on logistics activities; and making recommendations on improvement of work production and quality of work. OR, Education: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education. Physical Requirements: The work requires standing and walking during the entire workday, and frequent reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). Work requires pushing loaded carts of medical supplies (weighing in excess of 100+ pounds). With proper assistance, moves heavier items' weighing over 40 pounds.
