The Behavioral Health Network of Greater St. Louis (BHN) is seeking a Program Manager of Strategic Initiatives.BHN is a collaborative effort of providers, advocacy organizations, government leaders, and community members dedicated to developing an accessible and coordinated system of behavioral healthcare throughout the eastern region of Missouri, with emphasis on services to the uninsured and underinsured citizens of St. Louis City and the Missouri counties of Franklin Jefferson, Lincoln, St. Charles, St. Louis and Warren.i We are committed to having a diverse and inclusive workforce that represents the communities we serve. iwww.bhnstl.orgJOB SUMMARY: The Program Manager will be a critical member of the team, specifically working to manage and implement projects related to activating systemic changes across community partners with the purpose of improving care for complex patients and diverting individuals from jail and emergency departments by implementing the regionis first Sobering Center. The candidate will be responsible for ensuring project scoping, planning, and activation as well as maintaining relationships with key program implementation partners. iThis position will be responsible for providing leadership through the life cycle of newly established, innovative, collaborative, community strategic projects including developing their initial scope and gaining early alignment with stakeholders.ii Strategic projects will require both high level strategic planning and detail-focused project management.ii This role will maintain primary management responsibilities for BHNis commitments regarding:Local Hospital / Community Mental Health provideris implementation of Project BEACN-- Building Engagement to Address Complex Needsia systems a planning and piloting process to better address adult patients with complex care needs, which include mental health and substance use (behavioral health, BH). Sobering Center i The state/regionis first sobering center, in partnership with Preferred Family Healthcare and multiple stakeholders, serving as a diversion from jail and emergency rooms.ii It is anticipated that 50% of the Program Manageris time will be spent on each initiative.Essential Duties and Responsibilities:For BHNis roles in (A) BEACN implementation and (B) Sobering Center, including support of sub-contracted provider organizationsi successful contributions:Monitor initiatives, through project work plans, to ensure BHNis role in strategies are meeting timeline milestones, goals, and outcomes. Identify and present opportunities for program improvement based upon data, qualitative feed-back, ties to other community initiatives, and informed by other program models. Ensure quality and procedural adherence. Help lead data-driven, rapid-cycle improvement processes regarding initiatives. Play a consistent and active role in identifying project inefficiencies and finding collaborative solutions to any implementation challenges.Routinely update internal work plans. iMonitor key processes, procedures, and policies for the purpose of implementing initiatives consistent with the grants, program methodologies, and in collaboration with the project partners. Manage the administration and/or augmentation of forms, tools, and guidelines for program implementation. This includes program training and template materials, forms, and processes. Provide oversight to staff training in project procedures. Prepare reporting documents and briefings on initiativesi status, progress, changes, and items related to BHNis scope of work, schedule, and budget, in partnership with the other BHN and collaborating staff, for tracking and reporting to external constituents and funders, the status of projects and the appropriate use of funds (to include program outcomes and accurate financial reporting).
