Veterans Affairs, Veterans Health Administration Clinical Administrative Specialist in Kansas City, Missouri

Summary This position is in the Surgery Service, a complex and active clinical service including both in-patient and outpatient services. The incumbent reports to the Administrative Officer of Surgery Service who reports to the Surgical Care Service Line Chief. The Clinical Administration Specialist will have responsibility for the development, organization, management, and application of information systems for the clinical and administrative activities of the Surgical Service. Responsibilities Major duties include but are not limited to: Integrate major and minor data sources within the VA Analyze workload at the individual, programmatic, section, and service or system level Analyze the clinical practice patterns and clinical outcomes management Creates data streams essential to the operations, organization, and decision-making processes within Surgery Service to enable service administration to assess risk factors, clinical outcomes, and forecast internal and external trends. Utilizes VISTA, VATAS, TMS, CPRS, ProClarity and other VA information systems. Researches and/or analyzes complex administrative and clinical issues and provides recommendations to leadership. Understands the clinical programs, clinical practice models, medical center and VA operational systems, and resource utilization and/or cost accounting systems to accomplish tasks. Assist in the day-to-day management and monitoring of the service line's medical service contracts. Serves as ADPAC, TMS administrator and backup timekeeper. Serve as the contracting officer's technical representative to monitor the execution and compliance of the service contracts; liaise with the contracting office and vendors to coordinate and resolve issues or questions. Completes other duties or special projects as assigned. Work Schedule: Monday - Friday 7:30 am - 4:00 pm Virtual: This is not a virtual position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilization of data-driven decision modeling, employing informatics for the development and management of data systems, developing correspondence, presentations, reports, etc., independently utilizing software applications such as Microsoft office suite, preparing and managing processes to monitor contracting services and vendor compliance, monitoring work processes for operational issues and project completion and/or devising strategies for improving patient care and flow of work while assisting in problem resolution. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR Combination: Applicants may also combine education and specialized experience to qualify at this level. For example, 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is described above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Note: Combinations of successfully completed graduate-level education and experience may be used to meet total qualification requirements for this grade level specified, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Education There is no educational substitution at this grade level. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
